Good works pays fines

It's concerning the bit about "people with mental illnesses" racking up thousands in fines.
Should people with mental illnesses be allowed to drive a car?
How many drivers are caught driving while disqualified, get fined again, get disqualified for longer, get caught again and so on....?
The article doesn't say how many days of this work you have to do to work off "thousands of dllars in fines"
It's possible to rack up thousands if you drive while disqualified .
